农业谈判是多哈回合10多年年来久拖不决的关键因素之一，2012年3月22日，农业谈判组举行了2011年12月WTO第八届部长级会议以来的首次会议，成员们决心寻求新的方法以推进2008年7月以来一直陷于僵局的农业谈判。

     目前，农业谈判仍有10大关键性的未决事宜，有待通过进一步的谈判加以解决，这10大问题以括号或其它明示方式列于2008年的农业谈判文本的相关段落中，包括：

• 蓝盒子Blue box — product-specific limits (paragraph 42 of the 2008 draft)
• 棉花Cotton (pars 54/55 and chair’s introduction)
• 敏感产品Sensitive products — designation (par 71)
• 关税上限Tariff cap (par 76)
• 关税配额Tariff quota creation (par 83)
• 关税简化Tariff simplification (par 104)
• 特殊农产品Special products (par 129)
• 特别保障机制Special safeguard mechanism — SSM (par 144/145)
• 热带农产品及其多样化Tropical and diversification products (par 148 and annex G)
• 长期优惠及优惠侵蚀Long-standing preferences and preference erosion (par 149 and annex H)
